The Regulatory Policy team is a global team within Finance responsible for UK & US Regulatory Capital Policy across all businesses of Barclays.

 

The team is based in London, New York, Singapore and Johannesburg and acts as subject matter experts relating to UK PRA and US FED regulatory capital requirements, provides front-to-back regulatory policy advice and day-to-day trade support. In this capacity the team interacts extensively with senior management in Front Office and Treasury on all regulatory capital matters.

 

Furthermore, being a control function, the team also works on a daily basis within infrastructure areas such as Finance and Risk to ensure all relevant trade fact patterns have been considered and escalated where necessary. The team provides advice to cover New Product Approvals, transaction flow, capital optimisation and the deployment of capital.

 

Overall purpose of role:

< >Act as a contact person and own front office and infrastructure queries on the regulatory capital treatment for trades, structures or new business proposals.Provision of training on existing and emerging regulatory rules to stakeholders in the region. 

 

Key Accountabilities and Skills required:

< >Act as subject matter expert on assigned regulatory matters (e.g. regulatory treatment of trades cleared with central counterparties).Tracking of regulatory changes issued by supervisory authorities such as the US FED, PRA and BCBS; and communication and implementation support to regulatory reporting teams and other stakeholders.Work with the Regulatory Reporting team to ensure that policy advice and regulatory reforms are appropriately interpreted.Actively participate in advocacy initiatives either via direct response to rule makers or in conjunction with trade associations on all capital related items. This involves a critical and in depth review of regulators’ consultation papers, discussion with impacted business groups internally or externally with industry associations, and writing responses on behalf of Barclays.Coordinate on-going exercises to maintain a strong control environment, such as book governance (BMW book amendment requests), Banking Book-Trading Book transfer requests as well as the revision of the trading book boundary required by the future market risk standard (Fundamental review of the Trading book).Ownership of monthly Significant Risk Transfer (SRT) governance. The control is critical to ensure that RWA relief taken on originated securitisation trades globally is commensurate with risk that has left the group.Participate in ad-hoc projects in relation to consultations and new regulations.

Your Skills and Qualifications will include:

 

Basic Qualifications:

< >University Degree (BS/BA) or equivalent2+ years of experience in a role that requires a solid understanding of investment banking/markets products and services2+ years of experience in a Regulatory Policy or Regulatory Reporting related role including Basel III regulatory capital rules and UK regulatory capital rules.  8+ years of overall related experience

       Preferred Qualifications:

 

< >CFA, FRM, MBA or Legal qualificationExperience/Education in a quantitative fieldStrong interpersonal, written and oral communication skills, particularly in relation to conveying complex issues in a straightforward and concise mannerResult-oriented with excellent attention to detail and a focus on accuracy of informationStrong problem solving, time management and prioritization skillsAbility to work independently but also escalate points to line management as requiredBe confident in dealing with individuals at all levels of seniorityCapable of building and maintaining relationships across the bank at all levelsAble to produce formally written regulatory policy analysis presenting the formal view of the team on a given policy matterSolid knowledge of the Basel capital requirements as implemented in the US (US Basel 3/US FED rules).
